The ETEEAP Genesis…

A committee for the Expanded Tertiary Education Equivalency Accreditation Program (ETEEAP) was appointed by Rev. Fr. Anthony A. Morillo, OAR, the school President, last July 2009 to handle all matters regarding ETEEAP. Regular meetings and consultations had been conducted.

To guide the school relative to the current systems and trends in ETEEAP implementation, benchmarking activities in CHED and with other ETEEAP deputized academic institutions of good standing were conducted. Religious and lay administrators of SSC-R Manila conducted a formal dialogue and consultation with the CHED-NCR ETEEAP Director, Dr. Lilian Enriquez on August 16, 2009. The following were the participants: Rev. Fr. Leander V. Barrot, OAR, VP for Academic Affairs, Rev. Fr. Nemesio Tolentin, OAR, VP for Business and Finance, Rev. Fr. Cristopher C. Maspara, OAR, VP for Student Welfare, Dr. Lolita De Guzman, Dean of CABACS, Dr. Corazon Reyes, Dean of CIHM, Dr. Winston Sirug, Dean of CAS, Dr. Rodrigo F. Ponce Jr., Director, OAPD, Mr. Ramon Montierro, Registrar and Mrs. Mary Jane Bautista, Head of SDPC.

The first benchmarking activity with the ETEEAP deputized schools was conducted at the University of San Jose- Recoletos (USJ-R), Cebu City in October 2009. It was attended by Fr. Nemesio Tolentin, OAR and Dr. Rodrigo F. Ponce, Jr.

Last October 21, 2009, in view of the Resolution No. 01-2009, the School Board of SSC-R Manila made, resolved, adopted, and approved the resolution that SSC-R Manila will undergo the ETEEAP accreditation under the Commission on Higher Education (CHED). The School Board for AY 2009-2010 was composed of Rev. Fr. Anthony Morillo, OAR, School President, Rev. Fr. Leander V. Barrot, OAR, VP for Academic Affairs, Rev. Fr. Nemesio Tolentin, OAR, VP for Business and Finance, Rev. Fr. Cristopher C. Maspara, OAR, VP for Student Welfare, Rev. Fr. Leonardo Pauligue, VP for Administration, Rev. Fr. Cristituto Palomar, Director and Chaplain, Campus Ministry Office, and Bro. Raymund Alcedo, OAR, Property Administrator

The Approval from the Commission on Higher Education (CHED)

The committee prepared the documents for submission to CHED for deputization. On November 16, 2009, the ETEEAP documents were submitted to CHED-NCR. Due to delayed and postponements of the CHED’s visit, SSC-R Manila was asked to re-submit documents in June 2010.

On July 13, 2011, the CHED team visited SSC-R Manila. The Commission on Higher Education-National Capital Region (CHED-NCR) ETEEAP Evaluation Team composed of Dr. Jaime M. Buzar (Technical Panel Chair), Dr. Hipolito P. Palcon and Ms. Gloria B. Obcena (Technical Panel members), Dr. Lilian B. Enriquez (Chief-National Capital Region and ETEEAP Coordinator), and Noel Antonio F. Paz (EPS II-ETEEAP) conducted an evaluation visit at the San Sebastian College-Recoletos, Manila ETEEAP Center.

The deputization and accreditation to offer ETEEAP programs starting AY 2011-2012 was granted by the CHED Commission en banc and signed by Dr. Patricia Licuanan last April 30, 2012. The ertification was renewed by the CHED en banc until AY 2023-2024. With this, SSC-R, Manila provides the ETEEAP applicants and candidates the different college degrees offered such as: Bachelor of Science in Business Administration majors in Business Management (BSBA-BM), Marketing Management (BSBA-MM), Legal Management (BSBA-LM), Human Resource Development Management (HRDM), Financial Management (BSBA-FM), Financial Managerial Accounting (BSBA-FMA), Bachelor of Science in Psychology (BSPSY), Bachelor of Arts in Communication (BACOMM), and Bachelor of Arts in Political Science (BAPS).

Through ETEEAP, industry practitioners who are non-college degree holders with at least five (5) years of work experiences can already achieve the long-coveted college degree in a short period of time.

Candidates to the program undergo Psychological/IQ test, comprehensive assessment tests, personal and panel interviews, and skills demonstration. The ETEEAP panel of assessors, convinced of the knowledge, skills, and prior learning obtained from non-formal and informal education experiences, give equivalent credits, award certificates, and confer the appropriate college degree to the candidates.

The 1st Director of the ETEEAP Center

Dr. Rodrigo F. Ponce Jr., who was then the Director of the Office of Accreditation, Planning and Development (OAPD), was the first appointed ETEEAP Director by the School Board for AY 2011-2012. He attended series of seminar-orientation sponsored by CHED last November 25, 2009 in the CHED office, on May 22, 2010 in Baguio City. Since then and at present, the director attended and conducted series of seminars and consultative meetings with the ETEEAP faculty experts, other ETEEAP implementing schools, and different companies.
The ETEEAP committee conducted the first two-series seminar-workshops and orientation for faculty experts, lay administrators and religious administrators from SSC-R Manila last September 3 and 5, 2009. It was facilitated by the ETEEAP Director of USJ-R.

The construction of the 2-storey ETEEAP Center

Upon the approval of the School Board, the construction of the 2-storey ETEEAP Center located at the 3rd floor of St. Monica Building started last February 2010. The formal blessing was held last September 16, 2010. The center houses the offices of the director and the records and management staff members, testing center, conference room, consultation rooms, mini-library, and archive section (student’s portfolio, thesis and documents).
